It also warned that the water level of the Hong (Red) River in the capital Hanoi has exceeded the second warning level of the three flood control levels, and is expected to reach the highest warning level, according to the National Center for Hydrometeorological Forecasting. The center also issued a warning about the significant rise in water levels in the Thao River, explaining that low-lying areas on the banks of rivers are at high risk of flooding.
