The State of Qatar, represented by the Ministry of Environment and Climate Change, participated in the preparatory meeting for the Conference of the Parties to (COP 29), which was held in the Azerbaijani capital, Baku. The delegation of the State of Qatar participating in the meeting was headed by HE Undersecretary of the Ministry of Environment and Climate Change Abdulaziz bin Ahmed bin Abdullah Al Mahmoud. During the meeting, the delegation underlined the State of Qatar's firm positions regarding climate change issues, and the importance of preserving the principles and decisions of the United Nations Framework Convention on Climate Change and the Paris Agreement. The meeting discussed a number of important issues in preparation for developing a roadmap for negotiations at the next Conference of the Parties, including adaptation to the effects of climate change, losses and damages, and reducing greenhouse gas emissions, in addition to financing issues. Article 6 of the Paris Agreement related to coopera tive approaches and the voluntary and involuntary carbon market mechanism was also discussed, in addition to assessing the first global outcome approved by the Paris Agreement. The preparatory meeting was preceded by a high-level dialogue on the new collective goal for climate finance, which stressed the need for developed countries to fulfill their responsibilities by doubling support to developing countries and helping them implement their national pledges and plans to address the challenges associated with climate change.
