The Permanent Mission of Lebanon to the United Nations filed a complaint before both the Secretary-General of the United Nations and the Security Council after Israel's attack on Lebanon's sovereignty and the incursion of its forces into its borders. Lebanon confirmed in the complaint that "Israel violated the withdrawal line (the Blue Line) of 2000, and disregarded the essence of Resolution 1701 and the reason for its existence," expressing surprise at its repeated calls to implement this resolution, "which has persisted in violating it since its issuance in 2006." Lebanon reiterated that "Israel, which has been mobilizing its armies and columns of tanks and armored vehicles along its southern borders, has been continuing its aggression against it since October 8, 2023, at an escalating pace, by targeting civilians, relief workers and journalists, and indiscriminately shelling cities and villages with a barrage of shells and airstrikes, the number of which reached 8,570 on the date of filing the complaint, resulting in 1,928 deaths and 3,290 injuries, including a large number of children and women, in a reality that confirms that Israel is committing crimes against humanity." Lebanon also indicated in its complaint that "the indiscriminate Israeli shelling has caused an unprecedented wave of displacement of nearly one million and two hundred thousand civilians," calling on the Security Council to "condemn Israel's ground invasion and its widespread and ongoing aggression against its land and people." It reiterated its call on the Council to oblige it to fully implement Resolution 1701, withdraw from all occupied Lebanese territories, and respect Lebanon's sovereignty and its internationally recognized borders. He also affirmed his full commitment to implementing all Security Council resolutions, especially Resolution 1701, and extending the state's authority over all Lebanese territories within the internationally recognized borders.
