Baghdad, The Head of the Federal Supreme Court, Judge Jassem Muhammad Abboud, confirmed that the United Nations Mission in Iraq must have a role in resolving the obstacles facing the holding of elections for the Kurdistan Regional Parliament. The Federal Court stated in a statement: 'Judge Abboud met today with the Special Representative of the United Nations in Iraq, Jeanine Plasschaert, and her accompanying delegation at the headquarters of the Federal Supreme Court in Baghdad.' It added: "During the meeting, the role of the United Nations Assistance Mission for Iraq (UNAMI) was discussed from 2003 until the present, as the mission made great sacrifices represented by the martyrdom of (Sergio Vera de Mello), the Special Representative of the Secretary-General in Iraq at the time, as a result of a terrorist bombing carried out by the organizations." The statement explained that during the meeting, 'the importance of the mission's role in what Iraq has reached at the present time was emphasize d, especially with regard to the elections and the necessity of holding them on the correct dates and with the mechanisms that guarantee the integrity and justice of the electoral process and ensure everyone's participation in it in order to achieve the democracy of the people.' During the meeting, the topic of the decision issued by the Federal Supreme Court regarding the localization of the salaries of retirees, employees, and beneficiaries of the social protection network was discussed, based on a lawsuit filed by employees in the region, and the impact of that decision on the distribution of salaries to the aforementioned segments during this week in the Kurdistan region, as the reason In this regard, there are problems between the federal government and the regional government regarding the implementation of the budget law, and the court stated in its decision that this should not be a reason for depriving employees and retirees in the region of their monthly salaries, and they must be treated like othe r employees in all governorates in order to achieve the principle of equality. The President of the Federal Supreme Court explained that the Constitution of the Republic of Iraq, in accordance with Article (117), recognized the Iraqi Kurdistan region and its existing authorities as a federal region, and the authorities of the region, in accordance with Article (121/First) of this Constitution, have the right to exercise legislative, executive, and judicial powers in accordance with the provisions of this Constitution, with the exception of what is stated therein: Exclusive powers of the federal authorities. He pointed out that the Federal Supreme Court does not work in hearing cases on its own, but rather based on lawsuits brought before it by plaintiffs, and that the court must resolve those lawsuits in accordance with the Constitution and the law.
