Shura Council hosted on Monday a seminar on improving the private sector's involvement in infrastructure and energy projects under the "BOT" (Build-Operate-Transfer) system. The event, organized by the Local Authority and Services Committee in collaboration with the General Secretariat of the Council and the Yemeni Center for Legal Studies and Rights, was attended by Council Chairman Mohammed Hussein Al-Aidaroos, Vice-Chairman Mohammed Al-Durra, and several key officials. The seminar aimed to explore the "BOT" system's benefits for public sector projects and infrastructure development. Discussions included the system's potential to enhance service delivery and economic development through public-private partnerships. Al-Aidaroos emphasized the need for effective legislation to support these partnerships, highlighting the government's commitment to advancing infrastructure and energy sectors with the private sector's help. He also praised the Ministry of Electricity's efforts to increase energy supply in collaboration with private partners. The workshop featured five key papers covering various aspects of the "BOT" system. Topics included international standards for BOT contracts, the impact of war on energy projects, legal and economic frameworks, and comparative experiences from Egypt. Recommendations from the seminar included the need for legal frameworks to regulate public-private partnerships, enhanced oversight of infrastructure projects, and the formation of a higher committee to coordinate and plan these projects.
