Legal expert Counselor Salem Hawas said that Parliament's vote to increase the salaries of its members and employees violates the constitution and is a betrayal of voters. Hawas explained in a statement that the House of Representatives' vote on a decision to increase the salaries and allowances of its members by an amount equivalent to the salaries and allowances of the minister, as well as increasing the risk percentage granted to council employees by an amount equivalent to 30% of the nominal salary, is a betrayal of the people who elected them and a violation of the Iraqi constitution and laws and a violation of the principle of social justice and the principle of equal opportunities in light of the harsh conditions of the Iraqi citizen and the disruption and failure to vote on decisions and laws that are more important and touch on social and humanitarian needs. He stressed that "the legal description of a member of the House of Representatives is at the level of a general manager, so how can he be all ocated the allowances of a minister in violation of the law? It is an unjustified gain and an abuse of right. He explained that "the constitutional texts, including Article 16, which stipulates that equal opportunities are a right guaranteed to all Iraqis and the state guarantees taking the necessary measures to achieve this, at a time when many laws and decisions of a humanitarian nature are suspended, including the salary scale law, in addition to their violation of the text of Article 14 of the Constitution, which stipulates that Iraqis are equal before the law. Hawas explained that the Iraqi Constitution has required in its fiftieth article in the oath of the member of the House of Representatives after swearing by Almighty God to look after the interests of his people and their wealth and to commit to implementing the legislation with honesty and impartiality.
