Gaza city: Prime Minister Mohammad Mustafa delivered a keynote address at a high-level meeting focusing on Gaza's situation, laying out a comprehensive plan for the region's recovery and reconstruction after more than two years of war.
According to Palestine News and Information Agency - WAFA, the devastating conflict has caused widespread destruction and suffering in Gaza, yet the Government of Palestine is determined to lead a nationally owned recovery process. This initiative aims to restore dignity and hope to the Palestinian people, working in partnership with Arab states and international partners.
The Government of Palestine has developed a comprehensive plan, including implementation programs and detailed projects, for Gaza's early recovery and long-term reconstruction. The vision is to rebuild Gaza as an open, connected, and thriving part of the State of Palestine, adhering to UN resolutions and the New York Declaration.
The recovery plan will focus not only on restoring physical infrastructure such as homes and schools but also on strengthening governance, empowering communities, and building resilience against future shocks. The Gaza Recovery and Reconstruction Implementation Program (GRRIP) is a unified framework directly built on the Arab Plan for Recovery, Reconstruction, and Development of Gaza, adopted during the Extraordinary Arab Summit in Cairo in March 2025.
International estimates put the damages, losses, and needs at over US$ 67 billion. The five-year framework will cover 56 sub-programs across 18 sectors, including housing, social services, infrastructure, economy, and governance. The implementation will be coordinated with line ministries, national institutions, and international partners.
The program is structured into three phases: a six-month emergency phase for early recovery, a three-year reconstruction and recovery phase, and finally, the reconstruction phase. These phases provide a coherent pathway from relief to sustainable development, aiming to link immediate interventions to institutional recovery and economic revival.
The initial phase will commence immediately after a ceasefire, with a six-month Early Recovery Plan valued at US$ 3.5 billion focusing on debris removal, basic infrastructure restoration, transitional housing, cash assistance programs, support for small enterprises, and the reactivation of the banking system.
One month post-ceasefire, Egypt will host the Gaza Reconstruction Conference in Cairo. This event will aim to mobilize international resources and reaffirm efforts anchored in Palestinian national ownership and leadership.
The Government of Palestine emphasizes the importance of effective governance in Gaza as a pillar of recovery and stability, stressing that strong national institutions are crucial to avoid inefficiency and service collapse.
The plan includes the reactivation of legitimate Palestinian institutions in Gaza, aligning with national laws and the Palestinian Authority's administration. Existing unified systems in key sectors must be empowered, not replaced, to sustain effective service delivery.
This process is part of a national reform program focused on transparency, accountability, and institutional performance, with support and audit from international partners. It will also contribute to the political and territorial unity between Gaza and the West Bank, reinforcing a credible governance framework for Palestine.
Security in Gaza is a central pillar of the broader national vision for unity and sovereignty. The Government reaffirms that effective security and governance must be nationally led and consistent with international law.
Coordination with Arab and international partners will support stabilization and civilian protection, potentially involving a temporary international presence under UN Security Council mandate. Such arrangements will respect Palestinian sovereignty and legal authority.
Police training programs with Egypt and Jordan are underway, with recruitment and training scalable according to operational needs. The Palestinian police and security forces will operate in Gaza according to Palestinian laws under the Palestinian Authority's leadership.
The Government is prepared for the phased reactivation of Gaza's borders with Egypt, coordinating with Egypt and the EU on secure operations, customs systems, and policing units.
